"Expansion
of Pilot Project for Electronic Submittal"

The
Central District Office will be expanding a pilot
project for the electronic submittal of stack test
reports from power plants located in the Central District.
This is a pilot project in the Central District only.
The pilot project will be expanded to include all
notices and reports for VE (visible emission) and
stack tests for facilities located in the Central
District.
After
August 1, 2003 you will have the option of electronically
submitting the stack test report, VE only reports,
and notices to the Central District office. If you
do not choose the electronic option, these reports
and notices can be submitted in the usual manner.
Submitting both the electronic and paper copy is also
acceptable. Do not electronically submit these documents
to other DEP offices.
Over
the last two years the Central District Office has
received about 30 electronic stack test reports. In
the writer's opinion, the best electronic submittals
were a single .pdf file created by scanning a final
paper copy of the report, complete with required signatures.
Signature-certifications must be attached, as they
would be if mailed. You cannot separate the signatures
from the data. The .pdf file can be emailed or submitted
on compact disc.

I believe the all electronic stack test reports would
have advantages to both the DEP and the permit holder.
The advantages would be reduced cost of preparing,
mailing, and filing reports.
