Roger Shigehara and others wrote papers on errors in the 1980s. He is editor of the Source Evaluation Society newsletter. Could ask him/them. www.sesnews.org I don't see an address for Roger, but the webmaster could connect you or get someone to find where to find these papers. A search on the EPA Emission Measurement Center's website might work, or contact someone on their directory, http://www.epa.gov/ttn/emc/staffdir.html.
